ISO Work Details
Chief Minister Information System (CMIS) is an e-Governance initiative through which the Government of Uttar Pradesh monitors projects of all registered departments. The Information Systems Organization (ISO) coordinates with all regional organizations to ensure that projects costing ₹1 crore and above are uploaded on the CMIS portal. ISO also ensures timely updating of the physical and financial progress of projects on the portal and regularly reviews the progress of all projects. In addition, ISO coordinates with the NIC Office and the Hon’ble Chief Minister’s Office to resolve technical issues faced by regional organizations while updating project details on the CMIS portal.
Control & Command Centre established by the Information Systems Organization (ISO) to strengthen real-time monitoring, transparency, and data-driven decision-making in the Irrigation & Water Resources Department, Uttar Pradesh. Through this initiative, the Hon’ble Minister of Ministry of Jal Shakti and senior officials are provided real-time visual access to ongoing projects through cameras installed at project sites, along with monitoring of dams, barrages, and pre-flood preparedness works through SCADA-integrated systems and CCTV surveillance. The initiative also enhances the efficiency of departmental digital systems by ensuring timely data availability and seamless technical support for key portals, websites, and dashboards developed by the department. ISO continuously maintains and upgrades the Centre to support faster decision-making and improved governance.
The “Hello Kisan” Call Centre, managed and operated by the Information Systems Organization (ISO), was launched on 12.09.2023 under the inspiration of the Hon’ble Minister of Jal Shakti to address irrigation-related issues faced by farmers in Uttar Pradesh. Through the toll-free number 1800-180-5450, farmers can register complaints related to drains, outlets, tube wells, ponds, and tail-end canal water supply on all working days from 10:00 AM to 6:00 PM. ISO ensures effective monitoring and timely resolution of complaints for better service delivery.
The Information Systems Organization (ISO) manages and operates the official website of the Irrigation & Water Resources Department, Uttar Pradesh. The portal provides details of departmental personnel along with important information and activities related to the department. Through login-based access, information related to departmental activities such as bridges and culverts, silt cleaning, drain cleaning, canal information, IWRDUP (Dams/Barrages), SCADA System/RTDAS System, and tube wells is maintained and monitored. The departmental website is regularly updated with information related to transfer and posting orders, promotion orders, budget, flood bulletins, government orders, tenders, video gallery, photo gallery, and other departmental updates.
The Chief Engineer, Information Systems Organization (ISO), Lucknow, has been designated as the Nodal Officer by the Engineer-in-Chief and Head of Department, Irrigation & Water Resources Department, Uttar Pradesh, for ensuring quality disposal of online complaints received through the Integrated Grievance Redressal System (IGRS) Portal (jansunwai.up.nic.in). Cases received on the IGRS portal are reviewed daily, and effective and quality grievance redressal is ensured through continuous monitoring and coordination.
The Information Systems Organization (ISO) coordinates with all regional organizations to upload projects costing more than ₹100 crore on the National Infrastructure Pipeline (NIP) Portal (indiainvestmentgrid.gov.in). ISO also ensures timely updating of the physical and financial progress of these projects and regularly reviews their status. Technical issues faced by regional organizations while updating project details on the portal are resolved through coordination with the Planning Department, Yojana Bhawan, Government of Uttar Pradesh.
The Information Systems Organization (ISO) provides internet networking facilities through the network equipment installed at the Control & Command Centre for the following offices located at Dr. Ram Manohar Lohia Parikalp Bhawan: Camp Office of Hon’ble Minister of Jal Shakti (Second Floor), Office of Central Design Directorate (Second, Third & Fourth Floor), Information Systems Organization (ISO) Office (Third Floor), SPMU Office & Flood Management Information System Centre (First Floor), Auditorium (Ground Floor).
The Information Systems Organization (ISO) manages outsourced technical manpower services for the IT-related work for the offices of the Hon’ble Minister of Jal Shakti, Government of Uttar Pradesh, and the Engineer-in-Chief & Head of Department, Irrigation & Water Resources Department. Under this arrangement, the services of Computer Operators, IT Assistants, and System Analysts are being provided through outsourcing for efficient execution of departmental IT activities.
The Real-Time Water Data Monitoring System (RTWDMS) is an integrated web-based platform developed for real-time monitoring, surveillance, and management of water resources data from RTDAS, SCADA, and Canal Monitoring Systems (CMS) installed under NHP and Non-NHP projects. The portal provides centralized monitoring of critical parameters such as water levels, rainfall, and barrage gate operations across dams, canals, and river basins. It also includes an automated alert mechanism that sends notifications via email and app alerts when monitoring stations become inactive, faulty, or transmit abnormal data. Additionally, the system incorporates live camera surveillance from SCADA stations for enhanced monitoring and decision-making.
LCMIS is a system designed, developed, and implemented for end-to-end legal case management and monitoring for the Department. It enables tracking of cases from multiple courts on a single platform and provides instant access to hearing schedules and case history.
The Document Management Portal is a centralized digital platform designed to streamline document storage, management, and retrieval within the Irrigation & Water Resources Department. It enables uploading and organization of office records, administrative documents, manuals, government orders, maps, and other departmental publications for easy access by authorized users. The portal also includes a multimedia gallery featuring photos and videos of departmental initiatives, projects, and historical structures, with provisions to display selected content on screens across departmental offices for improved awareness and outreach.
The Information Systems Organization (ISO) has established a dedicated Server Room to strengthen the IT infrastructure and ensure uninterrupted data management in the Irrigation & Water Resources Department, Uttar Pradesh. The facility enables 24×7 data transmission through centrally hosted servers, ensuring seamless and automatic flow of data to departmental portals such as RTWDMS and FMISC, as well as to the WIMS portal of the National Water Informatics Centre (NWIC), Government of India, supporting real-time data availability and efficient system operations.
The Jal Shakti Ministry Dashboard has been developed under the directions of the Hon’ble Jal Shakti Minister, Govt of Uttar Pradesh to streamline the monitoring of works being carried out by the Irrigation and Water Resources Department, Uttar Pradesh and all other departments under the Hon’ble Jal Shakti Minister. It is a real-time dashboard for monitoring which includes monitoring of projects, complaints, maintenance works, the status of land acquisition, and the availability of on-demand departmental data. From project planning to monitoring, real-time site progress and geo-tagged photographs are uploaded on a mobile application by the site engineer and are monitored through the dashboard.
The Information Systems Organization (ISO) has installed RTDAS (Real Time Data Acquisition System), Canal Monitoring, and SCADA Systems under the National Hydrology Project (NHP) at selected reservoirs/dams, gauge sites, the Ghaghra Basin, and canal systems across Uttar Pradesh. The major equipment installed include AWLR, ADVM, ARG, AWS, Gate Sensors & Data Loggers, PLC, and Surveillance Systems. These systems enable real-time monitoring and sharing of data on the RTWDMS and WIMS portals.
The Tools & Plants Management System (TPMS) Web Portal is being developed by the Information Systems Organization (ISO) for the Irrigation & Water Resources Department, Uttar Pradesh, to enable centralized and efficient management of departmental tools, plants, equipment, and machinery. The portal provides real-time inventory tracking and streamlined management of equipment across various departmental offices, ensuring improved monitoring, transparency, and operational efficiency.
The Information Systems Organization (ISO) promotes and disseminates information related to various public welfare schemes and activities of the Irrigation Department through social media platforms such as Facebook, Instagram, X (Twitter), and YouTube.
The IWRDUP Web Portal and Android App have been developed to strengthen water resources management in Uttar Pradesh through features such as real-time data visualization, trend analysis, user management, and real-time reporting. For systematic data collection from gauging sites, barrages, and dams, the “Water Level IDUP” Android application enables field engineers to upload data daily. The collected data is displayed on the IWRDUP web portal for monitoring at multiple levels.
The Information Systems Organization (ISO) carries out the supply of computers and related peripheral equipment to regional organizations under the Irrigation & Water Resources Department, Uttar Pradesh.
The Information Systems Organization (ISO) coordinates with concerned organizations and regularly updates the status of issues and challenges related to projects on the portal. The portal helps in initiating timely corrective measures to prevent delays and cost escalation in projects involving investments of more than ₹500 crore. It facilitates faster approval and implementation of large-scale projects by addressing policy issues and removing bottlenecks.
NITI Aayog has developed the “NITI for State” Platform as a national-level live repository of policies, acts, and best practices for States. The Information Systems Organization (ISO) coordinates the uploading of departmental policies, best practices, and related information on the platform.
The Mahakumbh Water Monitoring System developed by ISO was utilized during Mahakumbh 2025, Prayagraj, for real-time monitoring of water levels and discharge in the Ganga and Yamuna rivers. Timely decision-making regarding regulated water discharge ensured safe, orderly, and convenient bathing arrangements for devotees during Mahakumbh 2025.
The Jal NOC Portal is a single-window online platform developed by the Irrigation and Water Resources Department, in partnership with UP-Invest and under the Business Reforms Action Plan (BRAP), to streamline and enhance the process of obtaining No Objection Certificates (NOCs) for water-supply–related projects, industries, and infrastructure development in Uttar Pradesh.
The Monitoring Management System (MMS) is an application used by the Irrigation & Water Resources Department to digitally record, verify, and monitor irrigation-related activities in a structured manner. Data entry is done at the circle level, verified at the zonal chief level, and finally reviewed at the chief monitoring level, ensuring systematic reporting and effective monitoring of irrigation-related works across the department.
